Can Dura-Vent Type B gas vent pipe be run through the exterior wall of a house to vent a water heater?

Type B piping can be run through an exterior wall, using a wall thimble. However, the pipe must terminate vertically once outside the wall. A tee could be used to route the pipe vertically, once through the wall.

The only exception to this setup would be if the manufacturer of the water heater specifically states that the piping could be terminated horizontally. Most manufacturers of this type of water heater will provide their own termination components.
